| Kalinga Wooloowin Residents Association | KWRA | An incorporated association of Wooloowin residents who represent the community opposing the proposed shaft. |
People new to this (like we all were) are generally aware of TJH and BrisConnections. However, to understand what is really going on you need to get a good grip on CNI's role in AirportLink. Essentially they are a vehicle (a Government owned Corporation) which was established in December 2006 by the State Government to run the AirportLink project. CNI claim on their website they were established "to represent the State and communities on major infrastructure projects", however their actions demonstrate they now prevent information flow to communities and to deceive and lie to communities. The KWRA have twice on paper caught CNI's CEO David Lynch either misleading the community or demonstrating extreme incompetence - both unacceptable situations.
CNI are currently under external review by the Office of the Information Commissioner. This is the direct result of CNI's refusal to reasonable requests for specific information from our community in relation to the proposed shaft. CNI have indicated they do not fall under the Right To Information Act 2009 (this act replaces the Freedom of Information Act). This is all extremely suspicious given CNI are fully owned (shareholding) and controlled (directed) by the Queensland State Government.
The following diagram has been produced by the KWRA in an attempt to show the parties involved. Information in the diagram has been assembled from a wide variety of sources and discussions. Key individual players have been highlighted in red. There is a box to the right hand side which has been extracted from State Government documents which covers the structure of Public Private Partnerships. AirportLink is a Public Private Partership. AirportLink refers to the entire organism represented by CNI, BrisCon, TJH, the Coordinator General and State Government Departments who have Directors and/or Shareholdings in CNI.
