The Queensland State Government are the GOVERNMENT in the AirportLink project.
The Department of Infrastructure and Planning (DIP) plays the largest GOVERNMENT role in the Airport Link followed by the Department of Transport and Main Roads (DTMR).
Interestingly the Labor Member for Stafford (an electorate strongly impacted by the AirportLink project) happens to be the Minister for Infrastructure and Planning.
